Which of the following most accurately describes the problem?

• Tendering of London's bus services will be stepped up in the run-up to the next election, says Transport Minister Michael Portillo.

At present, 25% of services are run under contract to London Regional Transport. This is expected to increase to 40% by 1992. Services are unlikely to be de-regulated or privatised until after the election, because of the new legislation needed. The Department of Transport denied last month that the Government has rescheduled deregulation until after the next election (CM 30 November-6 December 1989).
