14120] (User).—In so far as any contract was not performed by reason of interference due to war legislation, there is no remedy. Your friend appears to have a claim in respect of July, unless it can be proved that the same cause of disturbance did in fact operate then to cause the total suspension which you name.

Assembling a New Chassis from Parts in Hand; Permit from the Ministry.

[4121] (Garage).—We are extremely pleased to hear that you are relieved of your anxiety, in respect of the parts for assembling into a chassis, about which you corresponded with us ("A. to Q." No. 4097). It was undoubtedly the. safest course for you to follow, to apply for permission to the Ministry of Munitions. We note it was duly given, and that you have now got the chassis running. Can He Legally Keep Motorbus Competition Off His Present Route ?

(4122] (Old Stager).—You are wrong in your conclusions on the effects of Section 20 of the Local Government (Emergency Provisions) Act, 1916. The prohibition Order of the 18th August, concerning charsit-banes, was of effect only in respect of the fuel used. It, had nothing to do with routes. This journal dealt with Section 20 of the above-mentioned Act in the issue of the 11th May last (pages 204 and 210-211). The effect of the legislation is that new vehicles can ply for hire on old routes only, which legislation undoubtedly inflicts a hardship upon earlier proprietors, whilst at the same time not necessarily affording any advantage to members of the public, who are given too many facilities on old routes, and not afforded new facilities on new ones—owing to the tolls, More Officers for the M.T., A.S.C.

[4123] (Ireland).—You are under a misapprehension as to the reference which you think you once read in THE COMMERCIAL MOTOR. No article has been published in this journal stating that the M.T., A.S.C., was asking or more officers. That branch of the A.S.C. wants more recruits, some' of whom will no doubt prove themselves eligible for commissions, and it is of course open to you to make an application, addressed to the Secretary, War Office, S.W., for forms of application for a commission. Your qualifications may -render you admirably suitable for such a commission, in which event you will no doubt be afforded the opportunity to go through the Cadet course for six weeks, at the end of which, failing your ability to secure a commission, you will probably have to remain in the M.T., A.S.C., as a private.

Two Licences When the " Mate " Steers.

[4124] (Lancs.).—In our opinion, the second man on a steam wagon, if he at any time steers, should be provided with a driving licence. He controls the direction of motion of the vehicle, just as much as the driver, who nominally regulates the admission of steam to the engine, controls the rate of the motion of the vehicle over the road. If you belong to the Manchester, Liverpool and Counties C.M.U.A., whose. office, is at 3, Cromwell Building, Blackfriars Street, Manchester, that Association will defend yotr in the matter free of charge, but you will probably wish to cover yourself in the future by taking out a second licence in respect of any " mate " who at any time steers. . If the " mate" only helps to stoke, and otherwise holds him-self available for assisting the driver except in the matter of steering, no licence is needed.
