RHA calls for parking to be included in ports strategy

THE GOVERNMENT HAS failed to take into account the need for adequate and secure truck parking facilities in its policies for port development, according to the Road Haulage Association (RHA).

A consultation on the draft policy statement for port development by the Department for Transport (DfT) closed earlier this week, and the RHA has urged the transport committee to link its port policy with its Strategy for Lorry Parking Provision in England.

Infrastructure manager at the RNA, Chrys Rampley, says that while the draft policy statement addresses the issue of Operation Stack -and the subsequent disruption for road users the needs of the road haulage community had been entirely overlooked.

The RHA is calling for the national policy statement to require adequate parking: • on the port estate or in close proximity; • some distance from the port allowing drivers to continue their journey for an hour or so; • to enable statutory rest; • to provide toilet, shower and other basic facilities; • to provide security for the protection of the load and the driver.

In November, the Off unveiled its plans to improve lorry parking facilities throughout the UK (CM 26 November 2009).

The strategy is aiming to define lorry parking provision at national, regional and local levels.
