Which of the following most accurately describes the problem?

THE Government's extended road I programme is too general and the arrangements to implement it are too indefinite to give any satisfaction to road users, state the Roads Improvement Association. The proposed improvement schemes are hamstrung by the intimation that the preliminary administrative and technical details will take years to complete, and that the commencement of construction works will depend upon funds being available. The Association fear that this programme will prove another measure of procrastination.

They advocate .that, while dealing with the preliminaries for the larger schemes, 120m. should be allotted and spent-" not merely ` approved ' or 'estimated ' "-during the ensuing financial year to overtake some of the arrears of urgent maintenance and repair works, eliminate black spots and complete the unfinished improvement schemes.
