Which of the following most accurately describes the problem?

• Chief Constables have recommended that drivers travelling at up to 85mph (137Iun/h) on motorways should be let off with a warning.

New guidelines issued by the Association of Chief Police Officers call for an 80mph (129km/h) motorway speed limit. The association argues that many drivers already drive at that speed and serious accidents can be caused by bunching up of vehicles behind a driver travelling at the legal 70mph (96km/h) limit.

A £24 fixed penalty is recommended for speeding offences between 85mph-95mph (137-153km/h) with prosecution for higher speeds. Verbal warnings are also suggested for drivers travelling up to lOmph (16km/h) over the limit on roads with lower limits.
