Which of the following most accurately describes the problem?

It is ironic that a traditionally seafaring nation such as Britain should never have won the Americas' Cup throughout the 127-year history of the world's greatest yacht race. But the Americans will have to look to their spinnakers in 1980, because 1,500 British industrialists are each to subscribe 1,000 guineas to enable a professionally organised challenge to be launched in two years' time.

Norman Quick, chairman of H and J Quick Group Ltd.. the north-west main Ford dealers, and an ex naval officer, is enthusiastically backing the project. His is the thirteenth company to join the 1500 Club. He sees the scheme as helping to erase the football stains on Britain's sporting record.

A couple of Ford turbocharged engines would, of course, greatly improve this country's chances of winning the race.
