licences should be available normally again, following the resumption of normal working at the Driver and Vehicle Licensing Centre, at Swansea. A work-to-rule by 70 maintenance workers forced the centre's air conditioning to be switched off and this, in turn, crippled the driving licence computer. Contingency arrangements were announced, allowing drivers to continue to use expired licences for up to a year and permitting vehicle owners to renew road tax discs when they did not receive reminders from Swansea. The centre began to test its computers again last week, and was confident that the backlog would be cleared within "days, not weeks".
