Which of the following most accurately describes the problem?

BOUT 150 vehicles will link up with the Vehicle Observer Corps in London as a result of an agreement with Security Express Ltd., the De La Rue armoured van company. Another 150 vehicles will be added if, as hoped, the company extends its cooperation to VOCs outside London.

All Security Express armoured vehicles are radio-linked to the company's London security centre. This centre will be alerted by the VOC when a lorry is reported stolen and details passed to its 600 guards.

If a Security Express guard finds a stolen vehicle the company will double the reward offered by the REA vehicle security committee (£10 with load and £2 empty).

Security committee chairman Mr. J. T. Brown says: "Already the work of VOCs has discouraged and in some parts of London virtually eliminated the type of theft known as lorry-dragging where the contents of a stolen vehicle are transferred to another vehicle a short distance away. The valuable co-operation of Security Express will be an added discouragement."
