Bell says she aims to clean up her traffic area. Her comments came when she cut the licence held by Liverpool Waste Services from nine vehicles and a trailer to six vehicles.

The hearing had previously been adjourned while the circumstances surrounding the use of false 0-licence discs were investigated and the relationship between two related companies, City Centre Containers and Walton Skip Hire, was examined.

A vehicle examiner told the previous hearing that a check last March revealed two trucks with serious maintenance defects. in addition the trucks were not specified on the firm's licence. He was told that the company had only just bought those vehicles. They were displaying blue discs that quoted the company's 0-licence number and stated that an 0-licence had been applied for.

Director John Corish blamed the appearance of the discs on office worker Gary Hobin, claiming that it was his writing. When the hearing resumed. David Chant, for the company, said that Corish had now purchased City Centre Containers. Corish had paid £40,000 in insurance premiums and had thought that the trucks he registered in City Containers' name would be covered. However, as he was trading as Liverpool Waste and City Containers was not trading, the insurance was not valid for those vehicles. When this was pointed out he had purchased City Centre Containers.

Corish had shown a willingness to put things right since the last hearing.

Cutting the licence, the TC said that she was satisfied that Garish was the brains and driving farce of the company. She was satisfied that the allegations were sustainable and she had an agenda to clean up the North Western Traffic Area. She drew back from revoking the licence, although she was not satisfied with the bone fides or the various companies.
