Which of the following most accurately describes the problem?

THE Regional Tipping Service of the Road Haulage Association hopes to have a provisional return-loads guide for members by the time they assemble at the Tipping Convention at Harrogate in July.

The RTS group co-ordinating officer, Mr Kerril Spencer, told CM last week that it would be based on a questionnaire which has gone to members covered by RTS, seeking information about traffic availability and facilities.

Mr Spencer said that a fuller version of the guide (which was discussed at last year's Convention) would involve a joint survey by the tipping and agricultural functional groups and it had been decided to hold back on this major exercise until the results of Mr John Wells' study of RHA 'activities had been presented to the Association.
