To learn of a 16 per cent increase in the number of deaths and accidents on the roads is to realize the striking evidence of the failure of any measures to avoid them, including breath testing equipment.

Once again we are back to the primal reason which is an attitude of mind and forgetfulness of driving a lethal weapon. Other contributory reasons are that the roads are overcrowded; small cars are chasing large cars and vice versa; the motorways have become death traps and, all in all, drivers are ignoring speed limits. Also, towns and cities have become congested by the building of too many blocks of shops and offices.

It is difficult to realize that it is only 50 years since there were few cars on the roads. Changes are taking place far too rapidly in too many ways to allow for disregard of human life.
