Which of the following most accurately describes the problem?

• The Yorkshire Traffic Commissioners have ruled that West Riding Automobile Co. Ltd. may have a fares increase which will produce a gross revenue of £150,000, giving a 5.5 per cent return on capital employed, as against the £228,000 or 7.3 per cent return that was applied for last week (CM April 11). Subject to the submission of an amended scale, the Commissioners have granted the fare increases from May 1.

Dismissing an earlier appeal (CM April 2) the Minister of Transport considered that a lower return than the 7.2 per cent applied for would have been compatible with the Government's prices policy.
