Which of the following most accurately describes the problem?

• J. W. Blakeledge and D. Blakeledge, of Farnworth, trading as H. Lomas, pleaded guilty to 38 charges of operating outside the radius specified on their B-licence, when they appeared at Bolton county court on Monday. They were fined a total of £76.

All the offences were committed while working for Charles Turner and Co. Ltd., of Belmont, Bolton. J. W. and D. Blakeledge had been as far as Birmingham although the vehicle used on 37 of the 38 occasions was only licensed for a radius of five miles. Since being summoned their licence has been amended, extending the radius to 50 miles, and allowing carriage to Birmingham, Coventry and Leicester.
