Which of the following most accurately describes the problem?

• A new tipping group has been formed recently in the North to assist those hauliers working out of the quarries in the CarnforthKendal area to achieve economic rates. Known as the North Lancashire and Westmorland Tipper Association, it has at the moment 26 companies in its membership but about 100 owner-drivers and small operators have indicated their interest.

Mr. L. Wilson of L. and W. Wilson, Endmoor. nr. Kendal, has been appointed chairman and Mr. J. Nelson is the secretary. There are 11 committee members. Mr. Wilson told CM that the association had been formed to obtain economic rates based on true costings, for promoting better relations with the quarries and for transport efficiency in general. "Many do not realize the effects that the new Transport Act is having on haulage. What were reasonable rates two years ago are no longer even ' bread and butter' rates—they are suicidal," commented Mr. Wilson.

A meeting was held on Wednesday at which the new rates schedule was presented to the members. At the end of the month it is to be submitted at a meeting of the quarry owners. Mr. Wilson said they would be happy to set up a committee with the quarries to work out a schedule based on vehicle running costs which would be fair to both sides. Membership is drawn from as far south as Bolton and up to Ambleside in the north.
