Which of the following most accurately describes the problem?

• Local residents had signed' a petition supporting a road haulier in his appeal against an enforcement notice served by Lancashire County Council, it was stated at a public inquiry at Ormskirk.

Mr. I. Glidewell, representing Mr. A. E. Dainty, haulier, Hoscar Moss Road, Hoscar, near Ormskirk, told the Inspector: If you find the business is not detrimental to the amenities of the area, then there is no valid reason why planning permission should not be granted."

The enforcement order prohibits the use of land as a haulage business, for maintenance and parking of vehicles and for storage pur poses.

Mr. Glidewell, who submitted a petition signed by local residents stating that they were not inconvenienced or disturbed by the haulage business, said there have been no material change of use of the premises, which were completed in 1964. In fact, they have been used for similar purposes since before the turn of the century.

For Lancashire County Council it was stated that the business would be better situated in an industrial area and considerable inconvenience could be caused to local residents from noise of vehicles and by parking of lorries on the narrow roads in the village of Hoscar.
