Which of the following most accurately describes the problem?

LEYLAND'S specialist and military vehicle builder Scammell was last week presented with the Queen's Award for Export Achievement by the Lord Lieutenant for Hertfordshire.

The award follows the opening two months ago of Scammell's £2m truck assembly hall at Watford and coincided with the commissioning of a new £500,000 paint plant. This new plant uses the dry powder coating method; an electrically-charged powder is attracted to the component and when heated in the oven it melts and flows round the component.

The semi-gloss finish (achieved in one coat) is said to give maximum corrosion protection and overspray losses are reduced to less than five per cent compared with 60 per cent with liquid paint.
