Which of the following most accurately describes the problem?

• At the annual "Al homeof the Institute of Road Transport Engineers, in London yesterday, Lord Chesham was introduced as the IRTE's new president; he will take office in October, succeeding Mr G. E. Liardet. Lord Chesham is chairman of the British Road Federation, president of the National Lorry Driver of the Year competition sponsored by CM, and was until recently executive vice-chairman of the RAC.

One of the new president-elect's first duties was to present Sir Reginald Wilson with a certificate of Fellowship of the IRTE, to which he was elected earlier this year in company with Sir Thomas Padmore, lately permanent secretary at the Ministry of Transport (head civil servant there for some years).

The Institute's annual report, published this week, reveals a membership which, including students, stands at 6484. Three new centres have been established in the UK and one in South Africa. The report stresses the care with which the qualifications of corporate members are being examined to ensure that they meet the needs of the technician section of the Engineers Registration Board. It also records that there is healthy competition between chartered bodies (for non-corporate members) and the non-chartered bodies (for corporate members), but regrets that the IRTE is still awaiting its first actual registration of a technician engineer on the ERB.

The Institute fully supports the move to qualify professionally and recognize transport managers, and has been active on the TML committee.

For 1971-2 the vice-president is Mr J. F. Wood, the hon secretary is Mr R, D. Owen, hon treasurer Mr J. D. Savage and hon. advisory officers Mr W. Batstone and Mr J. A. C. Williams. Chairman of council is Mr R. H. Duncalfe.
