Which of the following most accurately describes the problem?

NEW British Standards have been introduced governing the design of rear lamps and reflectors. They lay down performance requirements as well as specifications for the colour and intensity of light emitted or reflected. Reflectors and lights must undergo tests for resistance to vibration, rain and corrosion. also to prove their ability to keep out dust. Two grades of efficiency are set out, but it is hoped that the trend will be towards the higher. Official technical requirements for rear lights and reflectors have not yet been announced. although the Ministry of Transport took the initiative in proposing them. The British Standards Institution have been working in close' collaboration with the Ministry. The standards, B.S.2516 for lights and B.S.2515 for reflectors, embody the specifications proposed by representatives of prominent industrial organizations.
