Which of the following most accurately describes the problem?

• A driver training scheme aimed at 18-year-olds is set to prepare them for a life in the cab with a Category-C vocational driving licence.

The Young Large Goods Vehicle Driver Training Scheme will give them the Road Haulage & Distribution Training Council's NVQ in Transporting Goods by Road as well as the licence. Some insurance companies are even offering premiums at standard rates after the Government agreed that youngsters should he allowed to hold the licence.

The RHTDC says trainees who go through the scheme will emerge enthusiastic, well motivated and proficient in driving skills much earlier than would otherwise be the case.

It has set up a hotline to deal with enquiries from employers and would-be trainees. The scheme has also won government funding through the TEC training initiative.

Road safety minister John Bowis claims it will help youngsters develop the high skill levels increasingly demanded of truck drivers.
