As these workmen will have not regularly driven heavy goods vehicles for six months (Paragraph 4 of Ministry's booklet) how do!. as their employer, certify their application form even though it is essential that they have a heavy goods vehicle driving licence?

AThe answer is that you, as an employer, cannot certify on the licence application form that these men have the experience required to obtain a licence without a test. The final decision, of course, lies in the hands of the Licensing Authority, but from what you say they will not qualify under the concession that those who are in the habit ofdriving heavy goods vehicles during the qualifying period are exempted. Your men will, we think, have to take the h.g.v. test.
