Which of the following most accurately describes the problem?

THE ARMITAGE inquiry will consider any evidence received by the end of the year. This extension — Sir Arthur had originally said that evidence should reach him by November 9 — was announced in the Commons last week by Kenneth Clarke, Parliamentary Secretary for Transport.

Sir Arthur was asking for other evidence on specific matters as he saw fit, added Mr Clarke, and hoped to present his report by around the middle of next year.

The report would be published as soon as possible after it was received.
