The RHA also suggests that iad haulage operators staffs iould be approved for the inallation and repair of tacho-aphs.

This, it believes, would simify installation and reduce )Sts. It would enable operators seal their own tachographs after repairs to the vehicle which cause seals to be broken but which do not require the recalibration of the tachograph.

Another point made by the RHA to the Department is that an operator should be permitted to use tachographs before their use becomes compulsory, without attracting the full rigours of the penalties for failing to comply fully with the requirements of the regulation.

Provided the operator continues to use the relevant record books, he should be permitted to use the period available before compulsory use in order to gain some experience with the new equipment in conjunction with drivers, says the RHA.

The Association has, therefore, recommended to the Department that the paragraph in draft regulations for the implementation of EEC tachograph regulations 1463/70, which would make it an offence not to comply with the regula tions even when using tachographs voluntarily, should be omitted from the regulations. Offences would otherwise carry a fine not exceeding £200.

Retention of this paragraph in the draft regulations could discourage hauliers who might otherwise be prepared to experiment with tachographs.
