Which of the following most accurately describes the problem?

GLC to help hgv

THE Greater London Council plans to spend £57m on roads and public transport during the coming year, about £10m more than during the present year, which represents an increase of about £6m in real terms.

John Hunt (Tory, Ravensbourne), who gave these figures when he successfully asked the Commons to approve a Bill giving the council the money it needs, noted that some of the expenditure would go towards coping with lorries.

Every constituency in Greater London was plagued by these monsters, said Mr Hunt, and the problem could be dealt with in various ways, such as imposing width and other restrictions that had been contemplated from time to time.

Most residents in London who saw traffic grinding to a halt on so many occasions would welcome the fact that the GLC was grappling with the problem and proposing to spend this additional money.

For the council simply to hold up its hands in despair and say that because of "Juggernauts" it could and would do nothing would be a total abdication of its responsibilities, said Mr Hunt.
