Which of the following most accurately describes the problem?

a minibus service between Port Ellen, Islay, and the Islay Airport at Glenegedale was continued at Glasgow by the Traffic Commissioners to allow provision of information on a number of points. The original application was for a service starting from Ardbeg and taking in Lagavulin and Laphroaig Distilleries en route. Highland Omnibuses and J. and H. Caskie had objected but Highland Omnibuses withdrew when the Livingstones withdrew from the Ardbeg-Port Ellen section of the proposed route and retained only the Port Ellen-Airport section.

In the presentation of evidence it was indicated that there was no service between Port Ellen and the Airport suitable to the arrival and departure of planes, and the intention was to run a bus service as required, replacing the existing hire service using a minibus and taxis.

Commissioner Mr A. B. Birnie queried the existing pattern of transport and elicited the point that no passenger service vehicle licence existed for the minibus. He was informed by the Clerk that application forms had been sent away but had never been returned. Mr Birnie continued the application to allow clarification of the point. He was, he said, staggered to find that a bus had been used in a way which would seem to indicate that it had been used illegally. The applicants should study the appropriate sections and put their position right. The Commissioners would then re-consider the situation.
