Which of the following most accurately describes the problem?

A PLEA to the electric vehicle industry to build electric double-deckers was made last week by Sir Colin Buchanan, author of the famous "Traffic in towns" report and now director of Bristol University's school of advanced studies. Speaking at the Electric Vehicle Association's annual lunch, Sir Colin described presentday double-deckers as "the biggest juggernauts there are". Any means of reducing their noise and pollution would be welcome.

Key element

Sir Colin said that the bus would be a key element in future public transport systems so it was essential that electric technology was applied to buses as well as cars. He said that though he had always been in a position to receive ideas from "every crank in Christendom" most people accepted the advantages of electrics.
