Mr Dawson had earlier told the delegates that the annual increase in French permits had slowed down because there had been a serious imbalance of traffic in favour of the UK in 1976 and 1977.

He questioned the French attitude towards own account and unaccompanied traffic. Unlike other European partners France sets this traffic against the general quota allocation.
