Which of the following most accurately describes the problem?

(AN February 9th the Minister of L./Transport made the Public Service Vehicles (Transitory Provisions) Order, 1931, to enable the change-over from the present licensing system to that under the Road Traffic Act to be effected.'

Information from the Traffic Commissioners has shown that the number of vehicles operating without licences to ply for hire is greater than was anticipated, and the work involved in their examination prior to the issue of certificates of fitness and public service vehicle licences cannot be completed by April 1st.

Similarly, there is unavoidable delay with the licensing of drivers and conductors. Consequently, the Minister has made an amending Order to provide that: (1) where an owner makes application to the Commissioners for a public service vehicle licence before March 15th, he may, whether that vehicle be now licensed to ply for hire or not, con' i20 tinue to use it as a contract carriage or on, an authorized service until his application has been dealt with.

2. A driver or conductor who makes application to the Commissioners for a licence before March 31st may continue to act as driver or conductor until his application has been dealt with, provided that (a) on March 31st he is licensed by one of the existing licensing authorities to act as driver or conductor, or (b) if he be not so licensed he has been regularly employed as a driver or conductor since January 1.st, 1931.

The original Order dealing with the operation of services is also amended to make provision for such modification of services, wholly or partly, within the Metropolitan Police District, as may be necessitated by any order or regulation made under the London Traffic Act, 1924. This amending Order does not minimize the necessity for application for all licences being made at the earliest passible moment.
