Which of the following most accurately describes the problem?

aA Worcester operator has been disqualified torn holding or obtaining an Operators' Licence for 12 months after he allowed it to be used by another haulier whose own licence had been revoked.

Worcester-based Alan Davis failed to appear before the West Midland Deputy Traffic Commissioner Roger Seymour at a Birmingham disciplinary inquiry.

Vehicle examiner David Murray said that the licence held by Mary Price, trading as Price to Move and Adams Transport, was revoked in July 2002. The same vehicles were then specified on Davis' licence after operating without a licence for a few months. The main customer, Chep UK, had stated that it instructed Adams Transport, and it was Adams Transport which was paid for the work.

Davis held a licence for four vehicles but was not authorised to operate trailers, said Murray. Two tractors produced at the test station were both given immediate prohibitions for defective brakes. Only four inspection sheets for two vehicles were produced, and there were no inspection sheets for six other vehicles or any of the trailers.

The commercial garage which it claimed handled the maintenance said none of the vehicles or trailers had been presented to them for inspection or repair.

Making the revocation and disqualification orders, the DTC said that he was satisfied that Davis had allowed his licence to be used to aid another operator whose licence had been revoked. He was also satisfied that the operating centre being used was not authorised on the licence and that vehicles had not been kept in a fit and serviceable condition.
