A Manchester-based TNT [74 subcontractor that had been "negligent to the

point of recklessness" over Its maintenance regime, has lost Its licence but has been given a glimmer of hope for the future.

James and Andrew Taylor, trading as William Taylor Haulage of Middleton had been called before the North Western Traffic Commissioner Beverley Bell at a St Helens disciplinary inquiry. The company held a licence for five vehicles and four trailers. A separate licence application by Jason Taylor trading as AJ Transport was withdrawn, the TO was told, and a new one lodged by Andrew and Jason Taylor as partners.

Vehicle examiner Ivan Coupe said that apart from minor defects relating to lighting, the vehicles were in a roadworthy condition when he carried out a maintenance investigation in December. No prohibitions had been Issued to the firm since the licence was granted in 1999, he said. Coupe gave advice In relation to daily walk round checks. No inspection records were available and he was told that they were with the maintenance contractor, but despite contacting the contractor twice, no records were ever forthcoming.

Andrew Taylor said that the maintenance contractor had now been changed, the company were now using MIA driver defect report forms, drivers were to receive training from an outside consultant and arrangements had been made for the outside consultant to
