Which of the following most accurately describes the problem?

• Wm Nuttall Transport (Scotland) Ltd, based at Harthill, Lancashireohas acquired -the former James Galloway and Son business at Harthill and plans to base its Scottish operations on that centre.

At Glasgow on Monday Mr A. B. Birnie, Scottish LA, granted Nuttall an 0 licence for nine vehicles as applied for, for one year only, on a probationary basis pending reorganization. He told Mr J. Wild of Nuttall that his inspectors had not been too impressed by what they had seen at Harthill. But he accepted the firm's point that modernization was not justified unless it secured the licence. Once granted the licence, Nuttall had undertaken to spend some £48,000 on modernization.

Mr Birnie proposed to take Nuttall's application for an A licence into account, to allow the matter to proceed. He granted the 0-licence application as applied for one year only, and the A-licence application which involves one vehicle only.
