Which of the following most accurately describes the problem?

• The transport company whose four Turkish fitters went home for Christmas and subsequently let the plating and testing programme fall behind, was fined £130 with £22 12s costs on Friday at Wells Street Magistrate's Court.

Plaistow Transport Ltd, of London, El, admitted 26 offences of using three vehicles that had not been plated and tested, on various different dates late last year and early this year.

Mr A. E. Cox, for the company, said in mitigation that the company was extremely sorry that it had not complied with "these good and sensible regulations". The company had 16 vehicles which were regularly maintained by its four fitting staff, and last Christmas they decided to go home—subsequently the current plating and testing programme fell behind. The company's vehicles had only been used after a plating and testing application had been made and when they were in a state in which they would probably have passed the test,

Plaistow Transport was fined £5 on each offence, Mr Michael Burrell appeared for the prosecution as he did in two other cases. These were Bird and Sacker (Transport) Ltd, fined £10 with £5 costs for using a vehicle without a plating and testing certificate and £15 for using a vehicle without a carrier's licence; and AEB Transport fined £24 with £5 costs for eight offences of using a vehicle and trailer without a plating and testing certificate.
