Which of the following most accurately describes the problem?

• Liquid gas tankers and hydrogen trailers used by the British Oxygen Co Ltd are not eligible for grants under the Industrial Development Act 1966. This decision given by the Court of Appeal on February 14 1969 was upheld in a final ruling on Wednesday by the House of Lords. Five Law Lords heard the appeal, which was said to involve Lim in grants.

The Lords ruled that the tankers and trailers were used in the transport, not manufacture, of gas, and were thus excluded from grant. But gas cylinders, to the extent that they were used for storage of gas after manufacture, were eligible for grant, the Lords ruled.
