Which of the following most accurately describes the problem?

UK ROADS ARE not fit for purpose and are one of the key constraints to economic growth, according to a report by think tank the Policy Exchange. This puts the UK close to the bottom of an international league table of transport infrastructure.

Crowded and congested roads in the UK arc costing the economy i,20bn a year and the report says this is not due to a lack of resources — instead it cites poor government transport spending policies.

A Department for Transport spokesman says:"The government is committed to tackling congestion and is making record investments in transport. However, we know we cannot simply build our way out of congestion. That is why we are working to get more from our existing roads through innovations such as active traffic management, Highways Agency traffic officers and by providing better information to road users."
