Which of the following most accurately describes the problem?

• Mrs. Barbara Castle's Ministry of Employment and Productivity is to offer the services of its newly formed "task force" of productivity advisers to help haulage firms negotiate local efficiency deals.

This is one of the main points brought forward by Ministry officials at a meeting on January 9 with a five-man deputation from the Road Haulage Association, The officials offered assistance of the members of their manpower and productivity services division to gOide meaningful productivity talks in the industry at local level. The division, headed by former Rootes executive Mr. George Cattell, has been formed to provide a government sponsored consultancy service for both unions and management, Its assistance was recommended in the recent Incomes Board report on haulage productivity deals in the Midlands and Merseyside. Last week's meeting was the first of a series with the two sides of the industry to follow up this report.

Ways and means of getting the tongue-tied National Negotiating Committee back into action were also discussed and further talks on this front will now be held between the Ministry and the haulage unions.

The RHA representatives at last week's talks were Mr. Noel Wynn, chairman; Mr. P. H. R. Turner, immediate past chairman: Mr. A. R. Butt, chairman Labour Relations Committee; Mr. G. K. Newman, director-general; and Mr. R. P. Duffy, secretary, Labour Relations Committee.
