Which of the following most accurately describes the problem?

ahe Hawk has long been an active supporter of the Ramblers' Association, that splendid body which promotes the delights and values of a good walk in the fresh air, as well as conserving our footpaths and countrysides.

However, even by Ramblers' standards the two Welshmen who attempted to walk 140 miles home along the M4 to Wales were overdoing things a bit. It seems that the hapless duo had been picked up from their Gwent homes by a man from Liverpool interested in a possible greyhound swap. When the Welslunen denounced the proffered dog as "useless" they were dumped and left to find their own way home.

The only way they knew was along the M4. Not a good idea: they were arrested for "using the motorway as pedestrians" and fined £60 apiece. Ruff justice perhaps?
