Which of the following most accurately describes the problem?

• An MP has slammed Kent Police's truck management system Operation Stack after the M20 was closed to cars for the third time in a week.

Motorists were stopped from using the motorway between Ashford and Maidstone and Hythe and Folkstone last Wednesday—two weeks ago two lanes of the coastbound route between J11-12 at fe'olkstone were also closed.

In the past the system has been used to cope with delays at the Channel Tunnel and French industrial disputes; but it was put into motion two weeks ago to cope with heavy traffic and fog, when Channel services were normal.

Under Operation Stack cars are diverted from the M20 onto the A20 to make way for trucks bound for Dover and Folkstone.

Ashford MP Damian Green says: "This is unacceptable. We cannot use the motorway as a part-time car park. This is the worst possible place to park the lorries; it's one of the country's main commercial routes."

A Kent Police spokesman says. "Dover is one of the busiest ports in the world and so far nobody has come up with a better way."
