Which of the following most accurately describes the problem?

TRANSFER of traffic from road to rail 1 would increase congestion because it would direct additional traffic to the only areas in which severe congestion was prevalent—that is, to town and city centres. Liner trains from Glasgow would go to the heart of London; who would want goods to be delivered in large quantities into the heart of Birmingham or of Coventry?

These comments were made by Mr. A. C. W. Neeley, area chairman of the RHA West Midland area at the annual dinner/dance of the Coventry, Rugby and North Warwickshire sub-area in Coventry on Friday in response to a toast to the RHA by Mr. John Else, the West Midland Licensing Authority.

Mr. Else advised operators to "accept the single voice of their association " rather than a multitude of other voices. If they adopted the latter course, they could fail to go forward and might even get bogged down.
