The Motor Vehicles (Wearing of Seat Belt) (Amendment) Regulations 2006, CIF 18 September 2006 These regulations introduce changes to rules on seat-belt wearing. The key change requires children to wear correct child restraints (such as booster seats) in cars, vans and goods vehicles.
The Motor Vehicles (Tests) (Amendment) Regulations 2006, CIF 8 September 2006 The charges and arrangements for the reexamination of vehicles in relation to MoT tests are changed by these regulations.
The Quiet Lanes and Home Zones (England) Regulations 2006, CIF 21 August 2006 Provisions for making, varying and revoking quiet lanes and home zones by local traffic authorities are contained in these regulations. They allow use orders (for purposes other than passage) and speed orders (lowering speed limits) to be placed on designated roads.
The Traffic Signs (Amendment) Regulations 2006, CIF 21 August 2006 New signs for the start and finish of quiet lanes are introduced to the Traffic Signs Regulations.
vehicles over 3.5 tonnes registered between 1 October 2001 and 31 December 2004 must have their speed limiters recalibrated. From 1 January 2008, this will also apply to all vehicles above 3.5 tonnes registered from 1 January 2005. Once the limiters have been reset, all affected vehicles are banned from using the outside lane of motorways with three or more lanes (CM 10 August).
Operator licensing changes: The MT intends to make changes to the operator licensing system.These are to introduce: • New administrative arrangements for holders of more than one licence by spring 2007. Reformed licensing and vehicle test fees from April 2008.
• The removal of the 28-day period of grace to use vehicles on the margin, and the abolition of paper discs from Apri12008 (CM 9 February).
