Which of the following most accurately describes the problem?

• Operators' opinions are being sought by the Driver and Vehicle Licensing Agency over the controversial trailer registration scheme proposed by the Metropolitan Police.

Supporters of the police proposal—to identify every trailer with its own registration number—claim it would make tracing stolen trailers far easier. The idea of a registration scheme has the backing of the Society of Motor Manufacturers and Traders, as it says any enforcement agency can immediately access a vehicle's details. Currently, only the VI holds trailer identification numbers.

However, the Freight Transport Association is against a registration scheme, claiming it would place an unnecessary financial and administrative burden on the transport industry amounting to £23m.

"This is a heavy imposition for something that would do little, If anything, to combat the level of unrecovered trailer theft," says FTA regional policy manager Gavin Scott.
