That is the message in an article in the Magistrates' Association journal The Magistrate, which was contributed by RHA national chairman Ken Rogers.
He drew attention to the fact that, for instance, some operators went to great pains to establish the weight of a particular load, only to find that the manufacturing process was changed soon after, or where the weight of a load is increased in wet weather.
