Which of the following most accurately describes the problem?

TRANSPORT SECRETARY David Howell said last week that he is ensuring that, when approving expenditure for the Transport Supplementary Grant, encouragement was being given to those local authorities that tackled the problem of lorry routes.

He gave this assurance after he had been urged by Frank Hooley (Labour, Sheffield Heeley), to restrict the use of heavier lorries on routes in national parks.

Mr Howell said the MP was right to be concerned about this. The problem had to be grappled with and was one reason why we needed a comprehensive approach to lorry controls. Mark Lennox-Boyd (Conservative, Morecambe and Lonsdale) was concerned about the people who live in national parks, pointing out that it was already becoming more expensive for them to continue to live there, and if Mr Howell made recommendations to increase lorry weights, as it would exacerbate the problems faced by these people. Mr Howell said he would take into account what Mr LennoxBoyd had said. He realised that there was a balance to be struck between the impact on the environment of heavy commercial vehicles, and the need for people to carry out their business in a sensible way.
