Muir, Chairman of the Aetropolitan Traffic Commissioners, said in written decision this week that he found it difficult to understand" why a witness rom Thomas Cook and Son Ltd should hink the "world-wide repute of Thomas ;ook" should exempt it from attending a .ublic inquiry. He noted that most of Cook's summer extended tours and London tours were carried out by Whyte's (Edgware) Ltd, supplemented by vehicles from three or four other operators; the winter work was spread out more evenly between them. Cook's had arrangements to check the maintenance and conditions of Whyte's vehicles only, although he stated that "Whyte's have admirable maintenance arrangements".
