This Bill would probably be introduced early in the first session of Parliament, among other small measures, to take up the slack until the major legislative programme began to roll. The Labour Party would be wholeheartedly for it, and they would use their majority to get it through as quickly as possible.
The Bill would present no drafting problems. Capt. Edward Short (Labour, Central Newcastle) has had a Private Member's Bill on the subject blocked on more than one occasion in recent years.
During this time he has had the personal assurance of Mr. Harold Wilson that the Labour leader is very much in favour of what he has been trying to do. Labour, it seems certain, would rapidly make sure that this concession—operated by a few authorities on certain routes— would become compulsory for all authorities on all routes.
