This Bill would probably be introduced early in the first session of Parliament, among other small measures, to take up the slack until the major legislative programme began to roll. Labour, it seems certain, would rapidly make sure that this concession—operated by a few authorities on certain routes— would become compulsory for all authorities on all routes.
