Mr. Quin said at the start of the application that he was not satisfied that the carrying capacity of the vehicle, a 7-ton Commer, was justified. There was a proposal that the contract would involve a gross payment of £800 a year. He could not accept that as a satisfactory contract basis.

Mr. Allan said that, in practice, returns were actually around £3,000 a year in such work, as against the £800 specified in the contract. Mr. Quin pointed out that the essence of a contract sum was that the contractor would not be tempted to use the vehicle for other work. Mr. Allan replied that, assuming subsidies continued, there was every prospect of £250 a week being involved. "Why not express that in the contract?" asked Mr. Quin.

Mr. James Wood, proprietor of the Border Lime Agency, agreed that £800 was not a realistic figure but one continued from the post-war period. If subsidies continued, there was every prospect of substantially higher earnings, but Government policy could change.

Mr. Quin pointed out that the contract had started at £600 and been raised to £800. He knew the difficulties involved, but £800 did not seem to him to have any relation to the economic operation of the vehicle. He asked whether the Agency would accept £1,100 as a contract figure. Mr. Wood said they would.
