Which of the following most accurately describes the problem?

IT was extremely hard to find hirers who would move livestock, a haulier told The Scottish Licensing Authority in Glasgow last week. He was C. Watt, of Neilston, Renfrewshire, and he was granted an extra B-licensed vehicle to carry livestock and farm implements.

Mr. Watt told the Authority that he worked from 4.30 a.m. to midnight on many occasions to clear traffic for his farmer customers to cattle markets in central Scotland. Farmer witnesses gave evidence that 'the transport of livestock demanded delivery just before the sate began. Unless this was done the cattle deteriorated and fetched poorer prices. Evidence was also given that markets had been missed on occasion because of lack of transport.
