Which of the following most accurately describes the problem?

THE Ministry of Labour has asked road haulage employers' and workers' organizations to furnish information which, to some extent, will be a guide in the setting-up of the Central Wages Board for Great Britain, the Scottish Road Haulage Area Wages Board, and the Area Boards for each of the 10 Traffic Areas in England and Wales.

A circular letter has been sent to organizations, along with forms on which they are requested to furnish confidential figures as to their membership. National organizations are asked to sectionalize the information in the form of figures relative to each Traffic Area. The information sought from employers' associations is as to the number of A and B-licensed members and the vehicles operated by them ; workers' orgarnizations are asked to furnish figures as to the number of their members who are road-haulage workers employed in connection with such vehicles.

The letter points out that matters on which consultation is required by the Act are :—(1) The number of seats on the Central Board to be held by persons other than those appointed from among the Area Boards, and the persons to he appointed to fill the seats. (2) The number of persons of which each Area Board is to consist, and the persons to be appointed.
