Which of the following most accurately describes the problem?

IWAS SURPRISED to read in your piece about the Traffic Commissioners' new guidance on part-time transport managers (CM 25 September) that Alec Hayden ofTrans-Consult felt the views of small hauliers had not been taken into account in the consultation which preceded the issue of the new guidance notes. This consultation was wider than your article implied, since road passenger operators were also involved and the experience of those of us from that sector was the complete opposite.

In your report you refer to an association which suggested "... discouraging the nomination of one person on more than one licence as a CPC holder-.That association was actually the Lea Valley Passenger Vehicle Operators Association. an organisation comprising 16 coach operators, a number of whom are owner-drivers; which seems to show that the TCs were by no means deaf to the views of smaller operators in the PSV sector at least.

The fact that our submission merited special mention in both the guidance notes themselves and your report shows that smaller operators can make themselves heard successfully. It was unfortunate though that you did not quote in full what Philip Brown (below) had to say about our consultation submission, which was: "Another association stated that nominating one person on more than one licence as a CPC holder should be discouraged, although it was recognised that in certain exceptional circumstances it may be appropriate, but only for a very small number of very small firms."
