Which of the following most accurately describes the problem?

THE introduction of the winter time1tables on the _central (red) bus services in London, originally planned for October 21, is to be deferred until November 18, London Transport stated last week. Following a meeting with the Transport and General Workers' Union on October 7, a new procedure was agreed for timing certain bus routes affected by traffic diversions, and to enable these new arrangements to be put into effect it has been necessary to delay the introduction of the winter schedules.

Conversion of routes 201, 206, 216 and 250 to one-man operation, reductions of week-end services because of loss of passengers and alterations to other routes to meet changes in travel patterns, are all involved and will now materialize on November 18.
