Licensing Authority, refused an application to transfer a vehicle from an A to B licence at.. Bristol on Monday because it had been put in to the Licensing Authority's office too soon.
." You are ii young man who intends to get on," he told the applicant, Mr. S. R. Travell, Tytherington Falfield, Glos, "but I have to decide this application in accordance with the evidence and the guidance handed down by the Tribunal.
