Which of the following most accurately describes the problem?

A SUGGESTION that the Atnulree tI report was out of date and in need of revision was made in the report of Mr. W. Tudor Davies on an appeal against a decision of the Metropolitan Licensing Authority, refusing Airwork, Ltd., a licence for an express service from London to Bllackbushe Airport. He also suggested that a new approach was needed to the problem of providing road transport for airport passengers.

The appellant had proposed to operate an express service from 21-23, Horseferry Road, London, to Blackbushe. At the hearing before the Licensing Authority, objections had been made by the police on the ground of the. unsuitability of the London terminal in relation to the traffic situation in the area.

Appellant's counsel contested this evidence and stated that the times at which the service would operate were off-peak hours for traffic. At the most, it was stated, the buses would be standing outside the concern's office for 14 minutes.

. Mr. Tudor Davies, in his report, stated that he attached great importance to the report of the Commissioner of Police. He considered, too, that the matter of siting the terminal offices of smaller air-line companies should be. carefully examined, especialh, as the traffic was likely to grow.
